There was the same number of registered sex offenders living in Faribault County in the fourth quarter of 2022 compared to the previous quarter, according to the Minnesota Public Registrant Search.

There are four sex offenders registered in Faribault County in the fourth quarter of 2022.

The Registry shows none of these sex offenders are sexual predators. In Minnesota, convicted predatory offenders also are subject to certain mandatory sentencing laws that are designed to minimize their chances to re-offend.

Minnesota legislation about sex offenders and predators is currently being evaluated and revised, such as if offenders with good behavior can be removed from the Registry.

Timothy John Lincoln	Criminal sexual conduct in the third degree, criminal sexual conduct in the fifth degree	Timothy Lincoln engaged in separate incidents of criminal sexual contact. In one incident Lincoln entered an unknown, adult female's home, touching her untill the victim woke then he fled. Years later Lincoln accessed and offered support to a runaway female minor. He used attention and affection to manipulate the victim into compliance.
Larry Kenneth Hinton	Criminal sexual conduct in the first degree	Larry Hinton engaged in separate incidents of sexual contact against a known, teen-age and two known, adult females. Contacts included penetration. Hinton used his relationships to gain access. He used force, weapons, and restraint to gain control.
Francisco Wanted Fugitive Chapa	Criminal sexual conduct in the second degree, criminal sexual conduct in the fourth degree	Offender has a history of sexual contact with juvenile females. The contact includes fondling and penetration. The offender was known and unknown to the victims. SENTENCE EXPIRATION DATES ARE EXTENDED BY ANY TIME SPENT AS A FUGITIVE. HIS SENTENCE IS THEREFORE STILL ACTIVE AND THE ACTUAL EXPIRATION DATE WILL REMAIN IN THE FUTURE AS LONG AS HE IS ON FUGITIVE STATUS.
Robert Martinez Moreno Jr.	Criminal sexual conduct in the first degree, criminal sexual conduct in the second degree	Robert Moreno has a history of sexual contact with a known female child. Contact included sexual touching and penetration. Moreno used force, threats, and his position of authority to gain compliance.
