Minnesota legislature advances public safety and higher education bills; eyes taxes before adjournment

As the Minnesota legislative session nears its conclusion, lawmakers are working through several key omnibus bills expected to impact communities statewide. Representative Erica Schwartz of District 18A provided an update on recent progress at the Capitol, highlighting bipartisan cooperation and ongoing budget negotiations.

Schwartz noted that last Friday, legislators passed the Public Safety Omnibus Bill with strong support from both parties. "This bill is especially meaningful to me, as ensuring our communities are safe and well-supported is something I care deeply about. It’s so important that we give law enforcement and first responders the resources and training they need to protect us, and it was encouraging to see lawmakers from both sides of the aisle come together to make that happen," she said.

Earlier this week, the Higher Education Omnibus Bill also passed. According to Schwartz, this measure aims to invest in teachers and students across Minnesota while making cuts to unnecessary programs in order to save $179 million for the state budget. "From supporting technical training to investing in our state universities, this bill helps our young people succeed. We also made responsible decisions on funding, cutting unnecessary programs and redistributing resources to save $179 million—helping to reduce the state’s budget deficit while still supporting our priorities," Schwartz stated.

Attention now turns toward tax policy as legislators prepare for a May 19 deadline on the Taxes Omnibus Bill. The outcome will help determine future tax policies for Minnesotans statewide. Schwartz emphasized a focus on avoiding tax increases: "We’re focused on protecting Minnesotans from unnecessary tax hikes and ensuring any changes are fair and responsible."

The Governor's Department of Human Services (DHS) budget proposal has raised concerns among some legislators regarding local funding responsibilities. "Governor Walz’s DHS budget proposal should raise red flags for anyone who cares about local control and responsible leadership," Schwartz wrote. She referenced county commissioners' warnings that shifting $460 million in costs from state government onto counties could lead some Greater Minnesota counties to consider property tax increases of up to 9%. "The consequences are real. Some counties in Greater Minnesota are facing potential property tax increases of up to 9% just to keep up. This isn’t theoretical—it’s real money coming out of your pocket because of a decision made at the Capitol," she added.

House Republicans have stated their opposition: "House Republicans are standing with our counties and doing everything we can to stop this from moving forward. But we need Minnesotans to stay engaged and continue speaking up."

In addition to legislative work, Schwartz recognized Coach Kevin O’Connell for receiving the 2024 NFL Coach of the Year Award during his visit at the House floor where he was honored with an official House Resolution: "A true leader on and off the field, we’re so proud to celebrate this incredible achievement!"

Other events at the Capitol included Animals on the Mall Day hosted by Three Rivers Park District as well as Derby Day celebrations among lawmakers.

Schwartz encouraged constituents' continued engagement as session winds down: "As this year's legislative session comes to a close, I want to remind you that your voice matters now more than ever! Your thoughts, concerns, and ideas help shape the decisions I make on your behalf—and I truly value every message, phone call, and conversation."

She concluded by reaffirming her commitment: "It’s an incredible honor to represent District 18A, and I’m excited to keep working alongside you to make Minnesota an even better place to call home."
